'''Rhetor: A Conversational Tool for Planning Under Scarcity'''

Many planning and allocation problems in public services, logistics, energy, agriculture, healthcare, education, and small industry can be expressed as mathematical programming models. In simple terms, mathematical programming is a way to describe a decision problem using variables, an objective, and practical constraints: for example, how to assign limited staff, distribute scarce supplies, schedule activities, or allocate budgets while satisfying operational rules. These methods are widely used in advanced planning, but access to suitable tools is often limited by software cost, licensing restrictions, and the technical effort required to build and maintain models.

'''Rhetor''' is a free integrated modelling environment designed for this setting. It supports the development and solution of '''mixed-integer linear programming''' models and offers three practical elements that are especially valuable for institutions with limited resources. First, it provides a '''free compiler for a subset of OPL-style syntax''', allowing users to write models in a concise mathematical-programming language rather than building everything from scratch in low-level code. Second, it is connected to a '''free optimization stack based on the HiGHS solver''', giving users access to a serious solver without requiring expensive commercial software. Third, it includes '''conversational modelling support''' intended to help the modeller formulate and refine models more efficiently.

This last point is important. The conversational component of Rhetor should not be understood as a promise to make everyone a modeller. Rather, it is meant to '''assist people who are already engaged in model development''': lecturers, analysts, planners, engineers, consultants, researchers, students, and technically minded practitioners. In many real projects, a large share of effort is spent not on solving the model but on formulating it clearly, checking assumptions, stating variables and constraints correctly, and revising the structure as the real-world problem becomes better understood. Rhetor’s conversational support is valuable precisely because it can help '''speed up this modelling process'''. It can support drafting, clarifying, rephrasing, and iterating, while leaving judgement and responsibility with the modeller.

This makes Rhetor particularly relevant to developing and emerging countries. Many organizations in such settings face difficult optimization problems but cannot justify the cost of a full proprietary modelling environment. At the same time, they may still have staff or collaborators capable of formulating structured decision problems: for example, university departments, ministries, utilities, hospitals, NGOs, technical institutes, consultancies, innovation labs, and data teams. For these users, the main barrier is often not the absence of problems or the absence of talent, but the absence of an affordable and practical modelling stack, as well as the '''absence of time'''. Rhetor addresses that gap by combining a free modelling environment, an OPL-like language, a free solver backend, and workflow support that can reduce modelling time.

The practical applications are broad. A modeller might use Rhetor to develop a staff scheduling model for a hospital, an emergency relief dispatching plan, a school timetabling model, a district-level supply allocation model, a warehouse replenishment model, a transport assignment model, or a small production-planning model. In each case, the task is not merely to "run AI" on a vague problem description, but to develop a formal optimization model that reflects real operating constraints. Rhetor is valuable because it '''helps users carry out that development work more effectively and at lower cost'''.

For institutions in resource-constrained environments, this combination has several advantages. '''It supports teaching and training in mathematical programming using freely accessible tools'''. It enables pilots and operational prototypes without major licensing commitments. It can help build local capacity in model-based planning. And it may reduce dependence on expensive proprietary modelling ecosystems, while still offering a practical route to serious optimization.

The National Prosecutor’s Office of Chile employs a suite of advanced analytical tools known as Fiscal HeredIA (Spanish for Prosecutor HeredIA) to strengthen law enforcement. Its criminal network analysis module combines graph theory, optimization methods, and economic principles to identify members of organized crime groups. Additional modules, based on artificial intelligence, analyze massive volumes of text, transcribe and interpret audio recordings, and even summarize video content.

These capabilities have significantly transformed the way prosecutors conduct criminal investigations. In some cases, detection rates have increased from approximately 3% under traditional methodologies to over 40% with the use of Fiscal HeredIA. Moreover, across all applications, the time required for criminal investigations has been drastically reduced.

These research guides (called MESHGuides) are designed for practitioners working in a range of fields, such as education, medicine, infrastructure and economic development. The aim of the guides is to help you to get started on your research journeys. The practical examples in the guides are currently focussed on education, however if you are a practitioner in another field and have an example you would like to share, I can explore possibilities of including it in the relevant MESHGuide.

To give feedback, ask questions or make suggestions of ways to develop the research guides further please email me at: Eira.patterson@open.ac.uk

There are three guides focussed on different aspects of the research process and you can access the guides through the links below:
'''What the Research Methods MeshGuides aim to achieve'''
The Research Methods MESHGuides focus on different aspects of social sciences research: creating a literature review, developing your research design and helping you to understand the importance of ethics in research and they aim to:

- help you to engage in evidence-based practice by supporting you in finding and understanding published research and theory

- act as a catalyst for research-informed practice, by empowering beginning researchers so they can become agents of change in their own professional contexts through problem solving, overcoming barriers and finding innovative new approaches in your own practice

- support setting up of communities of practice committed to bringing about positive change through enabling collaborative working in developing research projects where new knowledge can be co- constructed and shared

'''Research Methods 1: Doing a literature review: How to find and make sense of published research'''
This MESHGuide aims to:

- support development of the skills you will need to search literature for relevant research and theory to inform practice within the area of professional interest where you want to bring about change

- enable critical engagement with literature to help you evaluate its credibility and relevance

- scaffold the synthesis of key themes from theory and research to inform your understanding of the area of focus which you are working on and enable you to tell a coherent ‘story’ from the literature to inform colleagues’ thinking and help you drive change within your professional context

'''Research Methods 2: Developing your research design'''
This MESHGuide aims to:

- help you to design a research project that meet the highest possible ethical standards

- enable you to understand key themes such as gaining informed consent and ensuring anonymity, confidentiality and data protection

- highlight the significance of engagement with participant voice throughout the research process and enable you to learn how to empower the participants who take part in your research to share their experiences and insights, which can then inform change

'''Research Methods 3: Considering ethics in your research'''
This MESHGuide aims to:

- support you in the development of clear, specific and useful research questions to underpin your research project and ensure it engages with the issues that you need to address in your professional context

- provide insights into how complex concepts relevant to your research can be operationalised i.e. turned into a form that can be researched (an example of a complex construct is resilience)

- inform your developing understanding of different research approaches and methods

- support you in designing research tools that will enable you to collect meaningful data

- help you to develop the skills necessary for analysing the data you collect and help you to reflect critically on your research

Web-HIPRE (v.2.0) is a new browser based version of the earlier popular web-HIPRE (v.1.22) software for multiple criteria decision analysis.

Decision analysis is a very useful approach in in evaluating decision alternatives in an interactive way with the stakeholders. Applications in environmental decision making are very common.

This software has been extremely popular when teaching the methods. There is a related site for e-learning the approaches.

In Web-HIPRE the decision problem is structured hierarchically to form a value tree/ AHP model of the criteria. weights of the criteria can be elicited by different weighting methods. Web-HIPRE supports value functions and the AHP, SMART, SWING and the rank based SMARTER methods. The same model can be analyzed with different combinations of the methods which is a unique feature of the software. This allows the user to compare the results when using different methods. This feature is most valuable in practical applications and in the class-room when teaching multi-criteria decision analysis.
The following (public domain) MATLAB-implementation of a solver for support vector machines (SVM),

https://github.com/florianjarre/SVM-Test-Set, has been prepared with the aim to solve real-world problems from all sectors of the economy and areas of life, not least in the "developing countries".

The implementation is described in a paper that can be found on archive:

Smallholder farmers are amongst the most vulnerable communities in developing countries, lacking a stable income due to inconsistent access to markets. Our research aims to facilitate the transition from subsistence to commercial agriculture, by supporting Brazilian smallholder farmers to distribute their produce to schools through institutional markets. A decision support system, based on two sequential MILP optimisation models, was developed and applied to the case study of Canudos settlement, guiding farmers on the optimal bidding and contract acceptance strategy. A dedicated mobile phone App for farmers was developed to magnify the societal impact of the research and to strengthen inclusive agricultural growth. The research was awarded the 2022 EURO Prize for OR for the Common Good.
